I believe parents are responsible for the overall productivity of their children - at least in the early stages...i do however feel that it is the leadership's i.e. governments, the mayor, council members etc to advocate for and support the parents by making sure there are options on the table i.e. after school programs, help tutorials, reduced prices for the zoo and museums.
Mayor Nutter hit the nail on the head. Parents need to keep their children engaged and involved in activities that will help them become better citizens. If parents can't take care of their children, they shouldn't have them in the first place.
I believe it is up to the parents to control their kids and not just depend on the city to provide entertainment for them. However, it is wrong to assume that the parents are relying on the city for this. The city should be responsible in helping towards positive youth development.
I agree with AB because there could be the most responsible parent that you could think of whose child/ren use the city's recreation programs. I don't think it's only the parent's child/ren who do not assume responsibility attend these programs. Regardless of the fact that parents are parents, this CUT effects the kids and only the kids. Because at the end of the day, the kids are going to be in the streets instead of at a program, not the parents.
